Summary:

CCCS has been investigating alleged refusals to supply lift spare parts for the maintenance of lifts in HDB estates. If a lift company or distributor does not provide proprietary but essential lift spare parts to third-party lift maintenance contractors, other lift maintenance contractors may be prevented from effectively competing for contracts to maintain and service lifts of that particular brand in Singapore.

To address CCCS’s competition concerns, Chevalier has proposed voluntary commitments to CCCS. The voluntary commitments provide that Chevalier will undertake to sell spare parts (with software if applicable) of the Toshiba Elevator and Building Systems Corporation and IFE Elevators Co., Ltd brands of lifts to a purchaser subject to certain terms and conditions.

Interested parties are invited to submit their views on the proposed commitments.If the submission or correspondence contains confidential information, interested parties should also provide CCCS with a non-confidential version of the submission or correspondence.
