Legal Associate/ Legal Counsel/ Assistant Director (Legal & Enforcement)

 

What the role is

The Competition and Consumer Commission of Singapore (CCCS) administers and enforces Singapore’s competition and consumer protection laws. Amongst various things, CCCS investigates and takes appropriate actions in cases infringing these laws, whilst at the same time provide effective advice to Government and public authorities on national needs and policies in competition and consumer protection matters.

What you will be working on

You will assist in the Commission's administration and enforcement of the Competition Act against cartels, dominant companies that abuse their position and mergers which substantially lessen competition. You will also be involved in the administration and enforcement of the Consumer Protection (Fair Trading) Act and play an important role to protect the interests of consumers and ensure fair trading practices by businesses in Singapore.

 

You might participate in dawn raids, gather field intelligence, assess notifications, conduct investigations and interviews, work on policy and law reform matters relating to competition law and consumer protection law, and represent the Commission in the Courts and Tribunals, as required. You will also be part of the Commission's team of in-house lawyers, working on policy matters and initiatives, providing legal advice on wide-ranging issues, and assisting to vet and draft contracts.

 

Appointment and remuneration will be based on relevant experience and post-qualification experience (“PQE").

 

What we are looking for

• A recognized law degree, with at least 2-3 years PQE

• Called to the Singapore Bar (preferred)

Executive/Senior Executive (Consumer Protection)

 

What the role is

What you will be working on

You will join a team that plays a key role in Singapore protecting consumer interests and ensuring that businesses engage in fair trading practices. You will be primarily involved in the administration and enforcement of the Consumer Protection (Fair Trading) Act (the “Act”).

Your functions and duties include the following:

 

• conducting investigations and where necessary, following up with enforcement action against errant businesses;

• conducting market studies and providing policy advice to other parts of Government, public authorities or consumer protection organisations (including the Consumers Association of Singapore) on national needs and policies in respect of consumer protection matters;

• undertaking policy and legislative reviews;

• planning and participating in media/outreach initiatives;

• attending to complaints and feedback received from the public; and

• representing Singapore at international/ASEAN consumer protection fora.

 

What we are looking for

Candidates should be keenly interested in Singapore’s consumer protection law and policies, and should:

• Preferably have experience in enforcement, investigations, or policy-related work, although fresh graduates with strong interest in these areas are welcome to apply;

Competition Analyst/ Senior Competition Analyst (Business & Economics)

 

What the role is

You will join a team that takes the lead in researching and analysing economic and behavioural issues to support CCCS’s role in safeguarding competition and protecting consumer interests in Singapore.

 

What you will be working on

Your roles and responsibilities will involve working in cross-disciplinary teams to:

• carry out investigations, industry enquiries and economic analysis in the enforcement of the Competition Act;

• carry out research and analysis to ensure CCCS’s economic assessment framework and tools are robust and updated;

• conduct market studies to understand and tackle competition and consumer protection issues;

• advise government agencies on the impact of their policies and regulations on market competition; and,

• engage the business community to advocate fair and pro-competitive market practices.

• Relevant background in Economics, Industrial Organisation, Business or Finance

What you will be working on

In recent years, CCCS has a growing focus on the impact of big data and digital markets on competition and consumers. We utilise technology to improve the efficiency and effectiveness of the organisation, including better harnessing data to inform our decision-making processes. As a core member of the Data and Digital team, you will be involved in:

 

• collecting and analysing data, including web scrapping, statistical analysis, natural language processing and machine learning, to support CCCS’s intelligence and investigative functions;

• writing codes in Python, storing and processing large and complex datasets, and architect CCCS’s data science projects to integrate with the government’s cloud-based analytics platform;

• developing horizon scanning tools, identifying opportunities to apply data science to build a pipeline of use cases on competition and consumer protection matters;

• developing digital forensics capabilities, including examination of digital evidence and auditing algorithms of digital firms; and

• working in multi-disciplinary teams to provide technical expertise in support of CCCS’s competition and consumer protection work.

 

What we are looking for

You should be passionate in applying data science and technology to promote competition and consumer benefits in digital markets, and who:

• has a background in Data Science, Computer Science or related technology and quantitative disciplines;

• preferably has work experience in the fields of data science, software algorithms or related domains;

• has experience in coding (including Python), working with large and messy datasets, and is knowledgeable in ML/AI; and

• is a team player with demonstrated ability to collaborate across disciplines, including the ability to communicate complex and technical ideas to a non-technical audience.

What the role is

What you will be working on

You will assist in formulating and implementing CCCS's policies and strategies with regard to regional and international competition and consumer protection engagement and cooperation. This role includes acting internationally as the national body representative of Singapore in respect of competition and consumer protection matters, networking to cultivate and maintain close ties with key competition and consumer protection authorities overseas and enhancing Singapore's standing at various international competition and consumer protection forums. You will also be the CCCS liaison for foreign contacts and assist in organising events related to overseas engagement including foreign delegation visits and conferences.

Manager (Secretarial & Administrative Support) (Contract)

What the role is

You will lead a team of administrative staff to provide secretarial as well as administrative support to various Divisions in CCCS and to ensure efficient operations of the general office.  You will also supervise various day-to-day corporate support functions, whilst ensuring compliance with government IMs as well as CCCS’s policies and procedures.

What you will be working on

You will lead, and work with, a team to:

  1. Provide secretarial support to Senior Management of CCCS;
  2. Provide administrative support in respect of casework, which include assisting with the preparation and execution of unannounced inspections, business searches on databases, arranging interviews with persons assisting with investigations, preparation and filing of legal documents, issuance of notices or correspondences and monitoring of casework or project timeline;
  3. Provide administrative support in respect of meetings and events, which include supporting the work of the Commission’s secretariat, scheduling of internal or external meetings and organising conferences, seminars or engagement events involving relevant stakeholders;
  4. Provide corporate support in respect of general office administration and operations, which include facilities management, office relocation and renovation, procurement of office supplies and equipment, workplace safety, office security, emergency preparedness, sustainability reporting, records and exhibits management, travel arrangements for overseas official trips;
  5. Assist with HR functions in the area of training and development, manpower resourcing and staff welfare/benefits administration; 
  6. Assist with any prescribed administrative tasks, housekeeping-related activities or ad-hoc assignments in support of smooth and efficient day-to-day operations of CCCS.

What the role is

You are part of a team of administrative officers providing secretarial as well as administrative support to CCCS and ensuring efficient day-to-day operations of the general office.  

What you will be working on

As part of a team, you will:

This is one year + one year contract position with possibility to be converted to permanent establishment, subject to performance and vacancies.  

 

What the role is

 

You will join a team that is responsible for finance and procurement operations so as to ensure CCCS’s financial viability and to support CCCS’s strategic imperatives, while maintaining financial standards, governance and compliance.

 

What you will be working on

 

Your functions and duties include the following:

  • Perform daily Account Receivables and Fixed Assets operations
  • Prepare monthly bank reconciliation
  • Administer and manage grants
  • Perform timely month-end and year-end financial closing
  • Provide secretariat support to Audit Committee
  • Assist with budgeting, financial audits and procurement

What we are looking for

 

Candidates must be proficient in financial operations to maintain the financial health of CCCS, and should:

  • Have at least 3 years’ working experience in a finance or accounting related job
  • Preferably possess working knowledge of NSF ERP and a good understanding of Government Instruction Manuals on ‘Financial Control’ and ‘Procurement’
